ATMs allowed?

NC-v4 LTc4:Surrounding density and diverse uses

Under v3, ATMs were not allowed as a service (had to be a full-service bank). Is this still true under v4? I don't see anything about ATMs.  Thanks!

If the edge of my 1/4 mile radius cuts halfway through a building, should I only be counting half the area of the building in my calculations or can I include the whole building?

For the Diverse Uses Option 2 in this credit can a project claim a diverse use by summing up the total FTE's to be >100 for several different commercial offices within a 1/2 mile radius?
