In a multi tenant CS office building smoking is prohibited in the entire building (Option 1). However the owner wishes to execute a few single person offices as designated smoking rooms.

How is the 25' radius applied when the smoking area is on a rooftop? Do we assume the smoke drifts up or do I need to worry about windows below the smoking area?
