Are we required to submit a sequence of operations for HVAC systems that are not part of the building's automation system?

I have done quite a bit of research on the GBCI website and looked at the LEED requirements, but I am still having a difficult time figuring out the overall scope of applying for LEED certification

Regarding the Energy Audit Prerequisite, is there an acceptable age range for a pre-existing energy Audit that was conducted on the building in question?
