EBOM-v4.1 EAp1:Energy Efficiency Best Management Practices

Current facilities requirements and operations and maintenance plan

Hello,

The project we are working on is a shopping mall aiming to be LEED V4.1 (EBOM) certified. As a prerequisite for Energy and Atmosphere category, a current facilities requirements and operations and maintenance plan (CFR & OMP) has to be prepared and maintained. However, the mall does not have an HVAC system, but each tenant has their own air conditioning system. 

My question is: Does each tenant have to prepare and maintain a CRF&OMP, or does the mall prepare a single CRF & OMP to be used by all tenants?
