EBOM-v4.1 EAp1:Energy Efficiency Best Management Practices

Current facilities requirements (CFR) and operation and maintenance plan (OMP)

Hello, 

The project I am working on is a shopping mall (LEED V4.1 EBOM). It is a prerequisite to have a CFR & OMP (Energy Efficiency Best Management Practices). However, the mall does not have an HVAC system, each tenant has their own air conditioning unit. 

My question is does each tenant prepare and submt a CFR & OMP or does the mall prepare a single plan to be used by all tenants?
