why is the usgbc leed online site so slow?  I can bearly work on line and the site keeps timing out.

I create an example of a campus project registration with the sole objetive of guidance for a client so they can register their project themselves.

"All LEED projects must be constructed and operated on a permanent location on existing land" So reclaimed land from sea(artificial island) would not be eligible for LEED V 4 as they are not existi
