Project located on reclaimed land

I would like to know what is LEED's take on developing a site which is on reclaimed land.  The land for the site is not specifically claimed for the project, it has been reclaimed about 1

usgbc leed online site very slow and times out

why is the usgbc leed online site so slow?  I can bearly work on line and the site keeps timing out.

Reclaimed land from sea

"All LEED projects must be constructed and operated on a permanent location on existing land" So reclaimed land from sea(artificial island) would not be eligible for LEED V 4 as they are not existi

Is there a hard cut-off to when a project can register for LEEDv4 New Construction?
