NC-v4 MPR1:Must be in a permanent location on existing land

Project located on reclaimed land

I would like to know what is LEED's take on developing a site which is on reclaimed land.  The land for the site is not specifically claimed for the project, it has been reclaimed about 15-20 years ago. The area surronding the site is completely developed and is by now considered almost like permanent land. So the project would be an infill to an existing developed area.

Is this considered to comply with the MPR (for permanent location on exisitng land) for LEED v4 accreditation?

There is no conflict with LEED in this case as the land now exists.
