Install the M&V submeter devices, BMS, or other measurement mechanisms and commission them (for EAp1) to verify functional accuracy. Address any issues that are found.
Inform tenants, including potential tenants, about the M&V plan and metering network that has been installed for their use. This can be a great selling point, especially for tenants planning to pursue LEED-CI certification. Provide a copy of your M&V plan early on so that they can determine if LEED-CI or tenant submetering is right for their project.
Installation of the M&V system should be fairly straightforward. Depending on your system and the experience of the subcontractors, however, specialized contractors may be needed. If the tenant is performing M&V they need to include the facilities manager in the planning.
