If I have a building with a built-in percent of future growth that is predicted to happen over the next 10 years how do I incorporate those people into my FTE?

We have a NCv2.2 certified building that is now constructing an addition. This addition was planned years ago and was registered as an NCv2.2 project but was then put on hold.

I'm filling out the Table IEQc9-1 and it asks me for a STC rating for the ceiling assembly. I set the space "adjacent to assembly" to "outdoors " because it is only a 1-story building.
