If I have a building with a built-in percent of future growth that is predicted to happen over the next 10 years how do I incorporate those people into my FTE? It is an open office and there will be open spaces between workstations that will be purchased once new positions are filled, so they're not included in the original contract. I assume I do not need to count them as they won't be in the building at the time of occupancy?

Brett, you don't mention what rating system you are using, but it sounds like a D&C situation. In that case, LEED certifies a building as designed for occupancy. If the design intent truly includes greater numbers than I would go with those, but if that's too uncertain or complicated, it is reasonable to assume the numbers present for the occupied project.
