VOC content evaluation - category definitions and limits vary across the regulations listed

LEED v4.1 says that "Product meets the VOC content limits outlined in one of the applicable standards...." and then for paints & coatings, there are 4 standards listed:

Since v4.1 has reorganized product categories, is there a change in the "boundary" we have to look at?  "everything within the waterproofing membrane" is still

we are evaluating the possibility of certifying a distribution center, where 85% of the area is refrigerated for product conservation (between 0 º C and 4 ºC).

USGBC system to perform surveys

EBOM-v4.1 LTp1:Transportation Performance

Credit says: "Transportation survey must be conducted using the USGBC system"

But the guide doesn't mention what the USGBC system is or what platforms I can use.
