Preferred parking outside the LEED boundary

Our project's parking goes beyond the LEED boundary, since it is a mixed used building with several towers and only one of them will apply for LEED certification.

For only 2" above the 42" sight line requirement do you think a special circumstance is viable for LEED to possibly award the credit or is it better to do the calculations for the standing occupant

If the proposed HVAC design has DOAS that delivers OA to all AHU's, should there be the same auto-sized capacity but the same air flow DOAS for the baseline?

Does anybody know what's LEED position about laboratories benchmarking using this tool? I'm working on a lab certification project (EBOM) and since our lab ratio is more than 10% of our gross area,
