What should USGBC do with the extra time to ensure success?

I'm concerned that there are so many stakeholders with so many competing agendas that the extra time could be lost sorting through the differences and trying to appease everyone.
pursuing SS4.3 via combination of Option 1 & Option 2

I'd be interested to know if anyone has pursued this credit via a combination of Option 1 (preferred parking) and Option 2 (alt. fuel charging stations).

This credit is about airborne releases and the intent is to prevent contaminant releases to air from products of combustion.
