Doubt about climatic zone outside US

Hi all We work on a office project at Marseille France with the Leed CS 2009 ; According to - Table B-3 International Climate Zones Ashrae 90.1 2007 : Marseille / France is located in zone 4 - § B

My project has completed the initial review and I now realize that the peak transient occupancy number I listed in table Plf3-3 is incorrect.

Dear all, we gladly noticed that the Table 1.4 spreadsheet improved a lot. Now it is more like a interactive toolkit. Unfortunately most of the items are just in IP-Units available.

Can anynone clarify if boilers minimum efficiency requirements set in table 6.8.1 F is based on fuel higher heating value (HHV) or lower heating value (LHV)?
