I have a dormitory model where all the suites in the dorms are provided ventilation through operable windows. Ventilation air is solely meant to meet ASHRAE 62.1 requirements. Cooling and heating will be provided by passive chilled beams. In such a scenario, should ASHRAE ventilation rates be modeled in the spaces/systems for LEED? Please note that, I do not want to know if savings can be claimed for natural ventilation. I just want to know if ventilation rates need to be modeled.

Model the proposed as design and the baseline with the identical ventilation rate.

Thanks Marcus. Do you think USGBC might raise a question if I don't model any ventilation for these spaces in both baseline and proposed buildings?

They should not raise any question as you are meeting the ventilation requirements of 62.1.
