If a university building is tied in to a campus chilled water distribution, does the campus chiller plant have to be included in the building's refrigerant use?

We are performing a 2009 Commercial Interior for the reuse of a 7000 sq ft decommissioned Army base building. In the demolition phase, we collected old ceiling tiles to return to the manufacturer.

Is it recommended to include adjacent buildings to represent the shading effects in the proposed model. If so do I assume that I also include it in the baseline model also.
