Is it recommended to include adjacent buildings to represent the shading effects in the proposed model. If so do I assume that I also include it in the baseline model also.

I think it is a good idea if it is likely to have a significant impact on the energy use. It is just good practice to model a projects as accurately as possible. In 90.1-2010 you are required to include these features according to Table G3.1-14. They get modeled identically.
