Does anyone know if either prereq EA - Minimum Energy Performance, or the Optimize Energy Performance credit need a third party review as it did under the CaGBC's LEED 2009?

Water Meter

My understanding of this credit, is that at a minimum there needs to be a water meter installed to monitor the entire building. It is not required to provide submetering.

Urban setting/city block difficulties
