I'm selecting Option 3 for building and material reuse. The current project I'm working on will have certain sections of the floors, walls, and doors left along as they do not meet the project scope. Since some of those components won't even be touched, are they considered as materials reused and count in favor of this credit?

If you are certifying the whole building and those are within your LEED boundary, then yes, they count.
