Homes-v4 WEp1:Water metering

My understanding of this credit, is that at a minimum there needs to be a water meter installed to monitor the entire building. It is not required to provide submetering. Am I correct in my understanding?

The credit language certainly seems to support your interpretation: "Install a water meter or submeter for each unit or the entire building."
