"One test is required for each separate ventilation system within the building, with not less than one sample per 25,000 ft2 of contiguous floor area."

I understand the energy model is based on ASHRAE 90.1, but is the LEED project building required to follow ASHRAE 90.1 as the energy code?  Here in NYC, we are allowed to follow either ASHRAE
