Is 4,300 = 4,500?

Has anybody else noticed the LEED submission form for IEQc3.2 converts 14,000 cf/sf to 4,500m3/m2.

Are there different carpool/preferred parking strategies outlined by LEED for game days and non-game days? The stadium being constructed will attract 30,000 people on game days
