Hi Ryan - I'm not sure I understand your question. The performance period is basically defined by the timing of your submittal. If you submit documentation, your PP effectively ends at that time...

LEED is generally applied to individual, whole buildings, so you'll have to split these buldings out into different LEED projects, anyway.
For the finished building, the most likely course...

Given the high level of work going on, it sounds like LEED-NC is most appropriate here. If the building remains occupied through the work,  then I would say that you have your choice to use LEED...

I wouldn't sweat it too much. I don't think that particular piece of data has any major bearing on LEED credit achievement. Go with what seems right.
