Walkability - Services AND housing, or Services only?

We have a project campus that is a quarter of a mile from a residential community, however a freeway prevents direct walkable access between the two. We have access to over 10 basic services.

My understanding is that with a campus project, the bike racks simply need to be located within the campus (or 200' from the campus). Is that correct?

My building is aiming to be LEED EBOM Silver and received a preliminary audit from PG&E in 2011 which resulted in a score of 80 in Energy Star Portfolio (or 9 LEED points).

If instead of purchasing new furniture for the new buidling if we re-use the furniture from the old building will that qualify? Assuming we are counting furniture across MR credits.

We have documented 4.1, 4.2, 4.3 and 4.6 by alternative compliance using NC 2009 rules. At the bottom of the form it only shows that I have documented 1 point. Any ideas?
