Dormitory project with no parking

We are working on a project in Boston. A new dormitory on a college campus. The project is the 17 story dormitory building, there is no new parking as part of this project.

It seems like ceramic tile grout sealer should be considered as a "Waterproofing Concrete/Masonry Sealer" with a VOC limit of 400g/L The grout is a cement product.

precertification leading to certification

One thing that is not clear from the all-too-brief precertification info in the Guide, is that Precertification is supposed to lead to certification.

Does the fee for Precertification apply to the full certification, if this is done later? It looks like precertification will cost us $3250, whereas full certification would be $2250.
