100% of Waste to RCI Hauler

We ran into a couple of questions with this credit for a project that used two haulers - one was RCI-certified and one was not.

I am running into an issue that a Low VOC PVC Solvent Cement lists the VOC requirement as 510g/L.

With the LEED Canada 2009 versions, projects had to achieve the certified level prior to ean the Regional priority credit (RPc)points.
