Non-certified buildings in LEED boundary

I have a project that is all new construction. There are 3 buildings on the site. The main building which is what the owner wants to be LEED Certified. Another building is a shed building.

HVAC Background Noise - sound rating methods

For the HVAC Background Noise, do all spaces have to use the same Sound Rating Method (NC/RC, dBA, dBC, RC(N)), or can these vary by individual space or by space type?

District cooling chilled water

If the project is served by a district cooling plant outside LEED project boundary , does the chilled water count as process water and needs to be included in water efficiency calculations?

We found that CBECS data was more conservative than the metered water use for kitchen areas from comp projects in the portfolio.
