Pilot Credit as ID Credit Only?

I see from the description that Pilot Credits can be achieved only as an ID credit, which leads me to ask: Does that mean that we could get the regular LEED 2009 SSc8 credit, and also this one?

We submitted our preliminary application for LEED 2009 EBOM and received a whole list of credits that were approved and pending.

Retaining rainwater for future uses

CS-2009 SSc6.1:Stormwater Design—Quantity Control

Will capturing all rainwater and keep it in a tank for future uses such as cooling towers and irrigation? Our project will not infiltrate it but reuse it instead.
