How do you count products that are not rated by ENERGY STAR, like microwave ovens? Can you exempt them entirely from the total cost of durable goods? As they cannot be ENERGY STAR rated, it seems unfair to have to count them in the total costs, but not be able to have them help a project qualify for this credit.
