Calculating Vot in Credit Template

CI-2009 IEQp1:Minimum IAQ Performance

The Template calculates Vot by dividing Voz by Ev. ASHRAE 62.1 2007 arrives at Vot by dividing Vou by Ev, not Voz.

Question: If I have an air cooled chiller selected at non-ARI conditions that has a full load efficiency of 3.0 COP, does it comply with the minimum efficiency requirement of 2.8 COP from ASHRAE -

I have conflicting information on a few Innovation points that have been achieved on certain projects, but are apparently being denied on current projects being deemed "too easy" by the GBCI review
