Mechanical Room part of gross square footage

How can a mechanical room that is semiopen with no AC but housing the chillers be part of the gross square footage of a project for the purpose of assigning baseline LPD, or would it be consider part of any tradable or non-tradable spaces?

Read the definitions of spaces in 90.1. A vented space is still an enclosed space. If it is an enclosed space then it counts. Assume it has lighting and it does not fit any of the exterior lighting categories so why exclude it as interior lighting?

I mean it's a chiller room with no roof, it has walls but no roof, it's basically open, it has lighting in it, but it does not actually fit to the exterior lighting categories either.

Well that would be outside space as it sounds like an enclosure for the outdoor condensing equipment. It would not count as interior without a roof. I would likely count it under Tradable - Building Grounds as nothing else fits.
