 Is the review cost  ($/sf)  based on the area (Sf) of the building or of the area  (sf) of the leed boundaries?

It is clear to me how the prerequisite is to implement a plan without having to meet any diversion thresholds. However, its not clear how a CWM plan implementation is demonstrated.

Can parking lots or roads be considered pedestrian oriented? The only statement making me think it's NOT is in the reference guide it states Step 3.

I understand the energy model is based on ASHRAE 90.1, but is the LEED project building required to follow ASHRAE 90.1 as the energy code?  Here in NYC, we are allowed to follow either ASHRAE
