Has anyone ever used the alternative compliance option for this prerequisite by following Appendix A of ASHRAE 62.1-2007?

Hello, Do you guys know if the VOC testing could be done by the paint manufacturer or should it be undertaken by a third party ? Should the testing be done in accordance to a special standard ?

We have a project on a "campus" site with existing buildings. The Owner has installed an extensive array of PVs which are shared by buildings on this site.
