LEED CI - deadline for submitting documentation

We registered the Project for LEED CI. A space of about 2000 sqft. As the space was small the client was able to outfit the space in 3 weeks time and occupied the space immediately after.

Is there any way to complete a legally binding document when there is no tenant identified? If I am constructing a building, but not installing fixtures, then an agreement is required.
