Exclude common roads that serve multiple buildings?

I am curious what folks make of this statement from the "step-by-step guidance" in the v4.1 Beta guide: "Common roads that serve multiple buildings should not be included in this calculation.

The project consists of ceramic tile flooring and precast concrete ceiling panels in some areas. According to LEED standards, these products are inherently non-emitting sources.
