The Site Development - Protect or Restore Habitat credit requires, that the calculations are done with the previously disturbed land.
I am planning to calculate the area of the greenfield on the territory before the project construction has started and calculate the percentage of the revegetated greenfield. Because the land has not been previously developed.
I honestly do not understand why the land should be previously disturbed BEFORE the project started. The project should tend to restore what it has disturbed.
Please, help me to figure this out.

It is not a must to have previously disturbed land for the project. It is just the project cannot target option 1 and must choose option 2. Please kindly refer to page 165 – 166 LEED BD+C v4 guide:
“All areas within the project boundary must be categorized as either greenfield or previously disturbed …” (LEED BD+C v4 page 165). “Select the appropriate option for the project: Option 1 may be feasible for projects that have sufficient land to meet the credit requirements for restoration (at least 30% of previously disturbed areas will be restored). Option 2 is for projects that are 100% greenfield sites, or cannot meet the requirements for on-site restoration, or choose not to conduct restoration” (LEED BD+C v4 page 166).
