Cooling Water and Food Waste Water

Why am I penalized and unable to achieve these credits simply because we decided an air cooled chiller was more energy efficient, and my clinic doesn't serve food?

Hallo,
I've seen in a brochure some equipments which do not use water. Do these devices make us eligible and qualify automatically for this credit?

If the project is using residential grade kitchen equipment (this is for a licensed Nursing Home) - therefore we do not have a food waste disposer systems or pulpers, extractors, etc. Would we be...
