Existing refueling station

NC-2009 SSc4.3:Alternative Transportation—Low-Emitting and Fuel-Efficient Vehicles

We have a refueling station on our campus from a previous LEED project. It's about 1/4 mile from the new building and there's a walking path between the two parking areas.

MPR 2

According to MPR 2, buildings should be constructed on already existing land. On the supplemental guide it states that cantilevered buildings over water, highways, etc, are acceptable.

Pilot Credit as ID Credit Only?

I see from the description that Pilot Credits can be achieved only as an ID credit, which leads me to ask: Does that mean that we could get the regular LEED 2009 SSc8 credit, and also this one?
