I believe there is a typo in the ID+C reference guide...My understanding of this credit is that it in no way requires specific site, energy or water improvements, it is just that the possibilities

If air economizers are not required to be modeled in the baseline system due to climate zone (4a) can you model the proposed with economizers if in design and not model economizers in the baseline?
