WaterSense Tool available only for US and Canada?

The LEED Online forms say, that WaterSense Tool supports only zip codes of US and Canada. Does this mean that the tool is not suitable for projects outside the US and Canada?

Grey Infrastructure Devices

The LEED v4.1 guidance says that conventional grey infrastructure devices and hard runoff conveyance systems can be used as a component of LID/GI systems.
