Plug Load Exemption

NC-2009 EAp2:Minimum Energy Performance

Has anyone ever gotten or heard about a plug load exemption for projects that demonstrate energy savings but due to extreme plug loads (over 60%) cannot meet the prerequisite 10%?

I would like to know if the new version of HAP, HAP v6, is approved by the USGBC to meet this  Prerequisite and Credit,

I have worked in a project that used wall materials selected based on their high Solar Reflectance Index (SRI) and Thermal Emittance values.
