Concerning all projects (either under or above 20,000 sqft), can the Cx Authority be an individual and not an organization?

I'm working on a manufacturing facility that is attempting to achieve this credit. Are process or any other loads eligible to excluded from the total energy consumption for estimates?

I recently pursued this credit for a LEED v4 ID+C office space. It appears as though the credit documentation was approved; although, none of the three products have full documentation.
