For EAp3 Building-level Energy Metering on a LEED v4 project, does a propane tank need a meter to meet the requirements of this prerequisite?  Would monthly fuel delivery invoices be sufficien

I am trying to find out if there is a situation where the CxA on a project can be a part of the same company as the deign team but has not been a part of the design effort?
