Operable windows to avoid mechanical ventilation

The home page for this credit, by Ben Stanley, stated below, mentions an alternative reqmn't allowing for operable windows. Can someone elaborate on this for me?

terrazzo resin system

Has anyone found a terrazzo resin and sealing system that is LEED v4 compliant, i.e. CDPH, and they're happy with? Thanks!
