Recommissioning vs Commissioning experience for CxA

My project is a bus maintaince depot in New York City with a zero lot line. The top floor (under the "roof" is all bus parking for vehicle maintenance and storage).

Can a LEED project use exhausted/waste heat (and claim credit of some kind) from an adjacent building that is not being included in LEED project boundary?

We have specified panel sysems for our project which are Greenguard certified. However we are using COM fabric for the panels, that is, we are using fabric from another manufacturer.
