Occupancy sensors: valid lighting control?

I have an individually occupied "office" (kind of like a coat-check, really) that for some reason was built with only an occupancy sensor and no wall switch.

Hi! Our project has highefficient toilets with 3.5/2 ltr/flush. Unfortunately the manufacturer doesn't provide these toilets for disabled restrooms.

MERV13s on VAV boxes

We continue to struggle with the issue of whether VAV boxes must have MERV13 filters to comply with IEQcr5. VAV boxes do "process return and outside air".

I know you cannot double-count between carpool/LEV/FEV to reduce total designated stalls. However, can you combine these stalls if you still provide the same total number? I.E.
