Electricity rate structure with demand penalty

There is penalty in our local electricity company's rate structure, for each kW you are over your base demand, so can we include this penalty in the saving we got in the modelling then? E.g.

I am in a peculiar position where I have the list of furniture installed, and their relevant Greenguard certificates to demonstrate compliance with this credit.

Has anyone has success getting an ID Credit for a LEED NC 2009 project by pursuing the LEED CI IEQc 4.5 which requires the purchasing of Greengaurd certfied furniture?

SRI Testing for Concrete?

Do you have to submit concrete for SRI testing if in the LEED-NC reference table it is listed as 35 for (new gray)? Also, do they count the intitial value or the aged 3 year value?

Can anyone point me towards a protocol for establishing correct values to be used in the MRT (mean radiant temperature) sheet of the ASHRAE Thermal Comfort Tool 2.0? It asks for the temp.

The form for IEQc1 asks you to fill out table IEQc1-1 for all mechanical ventilation systems where 20% or more of the design supply airflow serves non-densely occupied spaces.
