Material Cost - Contractor's cost or manufacturer's cost?

When establishing the material cost for MR credits, is the cost of materials defined by what the general contractor pays to buy a product or what the manufacturer pays to manufacture a product?

Greetings Everyone, We are working in a CI project, in which, by error, the lightning contractor obtained some LED bulbs with a larger wattage than the lightning designer specified wattage.

If we will be using the 45% default for the Construction Cost, How do I determine the Construction Cost? Is it the Constact Amount Value Less the Electrical,Mechanical,Eqpt,Specialty Eqpt. costs?
