The pilot credit information online says this credit is available to all project types in the New Construction rating system, but the additional questions imply it is only for Healthcare projects -

Has anyone ever experienced process load lower than 25%? We are working on a museum currently having process energy cost equal to 16% of the total baseline energy cost.
