IDC Materials & Resource Calculator - Latest from USGBC??

I need help identifying what the latest acceptable( to Reviewers) M&R Calculator is for CI. The latest I can find from USGBC Is "IDC Materials and Resources Calculator (June 2012)" .

Our CI space is bounded by the base building's envelope on 2 sides. We will be adding shades to the windows. Is it a requirement for us to do the envelope compliance forms?

LEED 2009, would consider 10% of dwelling units or 4 (refer to SLLc4 equation 2) bicycle storage for visitors. LEED v4 requires short-term bicycle storage for at least 2.5% peak visitors.
