Is it possible to show compliance with this prerequisite by reducing potable water use by harvesting and reusing rainwater for flushing?

I understand the different occupancy types and the default fixture use values; however, what I do not understand is how I am suppose to get a somewhat accurate estimation of a occupancy daily total

The way I am interpreting this credit, it would seem that is the project was built post 1994, while a baseline can be calculated, there is no chance of not meeting the PR as long as a satisfactory

What the client has is a project for proposed upgrades since the building is quite old, making upgrades necessary.

As per WEp1 requirement, the water use baseline is set depending on the year of substantial completion of the building indoor plumbing system.
